Regulation Implementation Timeline

Phase 1
Awareness & Transition

Feburary 16, 2016 thru December 18, 2017,

During this two year period, carriers and drivers subject to the rule should prepare to comply, and may voluntarily use ELDs or use any of the following for RODS (Records of Duty Status)

  • Paper Logs
  • Logging Software
  • Automatic onboard recording Devices (AOBRDS)
  • ELDs that are registered and listed on the FCMSA website

Phase 2
Phased-In Compliance

December 18, 2017 to December 16, 2019

Carriers and drivers subject to the rule can use:

  • AOBRDS that were installed prior to December 18, 2017.
  • Certified, registered ELDs following rule publication December 16, 2015.

Phase 3
Full Compliance

After December 16, 2019

All Motor Carriers and Drivers must use ELDs and they must be certified to comply with the requirements of the ELD regulations and be and registered at the FMCSA website.
